On October 17, 2023, detectives discovered a violation regarding sex offender David Womble. During the compliance check, it was discovered that David resided at an address in the R-section of Palm Coast and he failed to register as required by Florida State Statute. A warrant was issued for Womble’s arrest for Failing to Register as a Sex Offender on October 24, 2023, and he was subsequently arrested in St. John’s County. He remains in the St. John’s County Jail pending extradition to Flagler County. He is being held on $30,000 bond.
“This is exactly why we conduct these compliance checks,” said Sheriff Rick Staly. “It is imperative that registered sex offenders keep their registered address up to date so that residents know who is living around them. Since he can’t figure out his address, we gave him a new one at the Green Roof Inn.”
Sheriff Staly urges you to visit the Florida Sex Offender / Predator Database prior to Halloween to check for any sex offenders or predators that live near you or in the areas you plan to visit on Halloween night so you can avoid encountering any sex offenders in the area.
2023 Halloween Offender Visits
The Flagler County Sheriff’s Office is conducting sex offender checks prior to and on Halloween this year.
There are currently 146 sex offenders and four predators living in Flagler County. This number includes anyone with a Flagler County address or who is incarcerated in the county. Of the 146, there are 22 sex offenders and probationers in Flagler County who have special conditions of their release prohibiting them from participating in Halloween-related activities. The 22 sex offenders and probationers are prohibited from handing out candy, putting up Halloween decorations, and from leaving their porch lights on Halloween night. They also must be home by 4:30 p.m. on Halloween and stay there for the remainder of the night.
FCSO’s Sex Offender Unit is teaming up with the Florida Department of Corrections (FDOC) Probation & Parole Services to conduct in-person address checks and verify that the addresses provided to FDOC upon release from prison are valid. FDOC probation officers will accompany FCSO detectives during the visits, which will include a walk-through of the residence and a reminder of the specific Halloween restrictions.
“We always take safety very seriously, especially when it comes to children,” said Flagler County Sheriff Rick Staly. “We will do everything in our power to make sure these sex offenders and probationers are not able to prey on kids when they go trick-or-treating. If any of these people are not in compliance, they’ll be taken to the Green Roof Inn.”
Separate from the 22 sex offenders with special conditions for Halloween, FCSO’s Sex Offender Unit and Major Case Unit detectives have been physically checking the addresses of the other Flagler County sex offenders during the month of October to ensure these offenders and predators are in compliance.
