The appointment gives Flagler County a more direct role in shaping how transportation dollars are spent across Volusia and Flagler Counties as the region continues to grow.
Flagler County Commissioner Andy Dance has been appointed to the Executive Committee of the Volusia-Flagler Transportation Planning Organization (TPO), giving Flagler County a more direct voice in regional transportation decisions. The announcement was made on April 14, 2026.
What the TPO and its Executive Committee do
The Volusia-Flagler TPO is the federally designated organization responsible for coordinating transportation planning across Volusia and Flagler Counties. Its work covers roadways, public transit, bicycle and pedestrian paths, and other ways people move through the region. The TPO is made up of elected officials and representatives from local governments, transportation agencies, and the broader community.
The Executive Committee plays a leadership role within the TPO by guiding the full Governing Board. It helps set the board’s agenda and shapes how transportation funding is prioritized and directed across both counties. Dance already serves on the TPO Governing Board and will now also hold a seat on that higher-level committee.
Why the appointment matters for Flagler County
Dance said the new role comes at a time when Flagler County is experiencing rapid growth and rising pressure on its roads. He pointed to ongoing concerns from residents about traffic congestion and whether local infrastructure is keeping up with development.
“I hear from residents every day about traffic congestion, delays, and concerns about how growth is impacting our roads. This role ensures Flagler County has a stronger seat at the table to advocate for our fair share of transportation funding and to prioritize projects that improve traffic flow, enhance safety, and ensure our infrastructure keeps pace with growth.”

Colleen Nicoulin, executive director of the Volusia-Flagler TPO, welcomed the appointment and described Dance as a committed and thoughtful contributor to regional planning efforts.
“Commissioner Dance brings a high level of engagement and thoughtful leadership to the TPO. His commitment to safety and improving transportation options has helped strengthen our regional system and improve accessibility for residents of all ages and abilities. His perspective will be an asset as we plan for the future.”
