The City of Palm Coast will be having one of their regular Workshop Meetings this April 11th at 9 am. There will not be any actions taken during the meeting, and below you will find a list of the presentations that will be given at the workshop.

 

  1. The Financial Services Department will give a presentation on the Annual Investment Report. Per the City’s investment policy, each year the Director of Financial Services shall submit to the City Council a written report on all invested funds. The annual report shall include, but not be limited to the following: a complete list of all invested funds, the name or type of security in which the funds are invested, the amount invested, maturity date, earned income, book value, market value, and yield on each investment. The annual report will show performance on both a book value and total rate of return basis and will compare the results to the performance benchmarks.
  2. The Construction Management & Engineering Department will give a presentation on the Stormwater Rate Study. This item was heard by City Council at their February 14, 2023 workshop. City Council requested that staff prepare a cost-benefit analysis of bringing contract services in-house and evaluate the feasibility of a user rate option. Updates to this item will be presented during this meeting.
  3. City Council will give a presentation on 3 year economic development strategy. Staff will present a multi-year strategy for economic development initiatives that will drive business industry sector diversification and industrial land development. Topics will include supporting existing businesses, recruiting new businesses and new jobs, enhancing and expanding current workforce training programs, and attracting new talent.

Resolutions

The following resolutions will be presented for discussion:

  1. The Parks & Recreation Department will present a resolution for approving naming a public facility. Council Member Theresa Pontieri is requesting to name the walking trail on Palm Harbor Parkway (from the point of Cimmaron to European Village) in honor of Mr. Al Krier, a well-respected advocate for the safety and walkability of Cimmaron Drive.
  2. The IT Department will present a resolution for approving purchases for fiber optic outside plant construction for us 1 from Palm Coast Parkway to State Road 100. Since 2006, the City of Palm Coast has operated its own fiber network. This network has allowed the City to connect all its locations without the need to pay a private entity for connections at each individual site. This network has been foundational to the way the City operates. A gap exists in the network on US 1 from Palm Coast Parkway to State Road (SR) 100 of about 35,000 feet. Filling this gap would increase the network’s resiliency and protect against service disruption caused by a break in the fiber. This build has not been pursued in the past due to cost, which was estimated at $1.5 million. As part of their buildout in Palm Coast, Metronet will be installing fiber along US 1. Metronet has agreed to allow us to install conduit along with them, utilizing their contractor for a substantial cost savings to the City. Extending the City’s fiber network from Palm Coast Parkway to SR 100 would complete a fiber ring which would allow for more reliable uptime of the network. It also positions us to be able to add the Palm Coast Parkway, Whiteview Parkway, Royal Palms Parkway, and SR 100 traffic cabinets to our network in the future.
