Flagler County has rolled out changes to its website at www.FlaglerCounty.gov aimed at making public documents accessible to everyone, including people with disabilities, in compliance with the Americans with Disabilities Act Title II.
The updates are most noticeable when accessing PDF documents on the site. The website itself appears unchanged, but when a user opens any PDF, such as the 2026 State Legislative Program found on the Transparency Dashboards page, the document now opens with a new feature called DocAccess.
A toggle at the upper left of the screen allows users to choose between a print-friendly view and an accessible transcript view. Both options include a scroll bar on the right side that provides several additional tools. Those tools include a summary of the document, an ask-a-question feature that provides instantaneous answers, a document outline, a translation feature with dozens of language options, and disability assistance that offers 30 minutes of free live visual interpreting services. Users can also download or print either the original PDF or the transcript, or both.
“To meet upcoming ADA requirements, we are implementing changes about how documents are published on our website,” said Flagler County Chief Information Officer Matt Rivera. “Our goal is to maintain the same level of transparency and access you expect.”
Rivera described the new tool as straightforward for residents to use. “This DocAccess feature provides instantly accessible — transcribed, searchable, translated, and assisted documents,” he said. “It’s simple and easy to use.”
