Darlene Shelley, a 14-year Palm Coast resident, has officially qualified for the November 2026 ballot in the Palm Coast City Council District 4 race. Shelley announced on May 7, 2026, that she had collected the required number of petition signatures and formally qualified on May 1, 2026.
Shelley said the petition effort was driven by neighbors who share her concerns about the city’s direction. “I’m deeply grateful to the many District 4 friends and neighbors who supported my petition effort,” she said. “This grassroots qualification shows that Palm Coast residents want real change. I’m not a career politician — I’m a concerned neighbor who experiences the negative impacts of overdevelopment, traffic, flooding, and leaders who don’t listen to residents’ concerns. I’m running to put Palm Coast families and quality of life first.”

Shelley and her husband Bryan, married 35 years, have two children and three grandchildren. Her mother, daughter, son-in-law, and their family also live in Palm Coast. She brings 25 years of experience as an operations manager for a major corporation and 10 years of managing a family florist and garden center business. She holds an Associate’s Degree in Human Resource Management from Ashworth University, along with a Rutgers Garden Certification and other professional credentials.
Her campaign focuses on responsible development that protects neighborhood character and home values, securing funding for road improvements and traffic relief, upgrading stormwater and drainage systems to address recurring flooding, greater budget transparency and fiscal responsibility, and preserving green space and quality of life. “I will fight every day to keep Palm Coast beautiful, affordable, and livable for families, retirees, and small businesses,” Shelley said.
