The City of Palm Coast has made a significant change to how it shares information with the public, announcing that full City Council agenda packets are now available online to all residents — not just elected officials — ahead of every Business and Workshop Meeting.
What Changed and Why
Previously, while meeting agendas were available online and in person at council meetings, the supporting materials that council members actually use to prepare for votes were not easily accessible to the public. Part of the delay in making those materials available was the need to ensure all documents met current accessibility standards. Those materials are now fully ADA-compliant in accordance with 2026 government standards for online PDFs.
The change came directly in response to feedback from residents, who expressed that having access to the full packet was important to them.
City Manager Mike McGlothlin acknowledged the community’s role in prompting the update. “Residents shared that having access to the full agenda packets was important to them, and we listened,” McGlothlin said. “Our team worked diligently to make this information accessible and easy to understand, and we’re proud to now have it available directly on the City’s website for everyone to access.”
What the Packets Contain
The agenda packets include staff reports that explain each item on the agenda, along with supporting documents such as contracts, maps, and technical data that provide context for each discussion. They may also include presentations, financial information showing potential budget impacts, and the full text of proposed ordinances and resolutions — all available before any vote takes place. Each item is accompanied by background information designed to help residents understand what is being considered and feel more prepared to participate in the process.
McGlothlin framed the change as part of a broader commitment to open government. “This is about more than access — it’s about transparency and trust,” he said. “By making these materials available, we’re giving residents a clearer, more complete view of how decisions are considered and ultimately made. We remain committed to open communication and continued collaboration with our residents, and we encourage them to stay engaged and keep sharing feedback that helps shape the future of Palm Coast.”
