The City of Palm Coast Finance Department has published its latest Popular Annual Financial Report, giving residents a straightforward look at the city’s financial health, where its money comes from, and how it is spent.

What the Report Contains

The Popular Annual Financial Report — known as the PAFR — is designed to present the city’s financial information in plain, accessible language rather than the dense technical format of a traditional government financial document. It covers the city’s revenue sources, how funds are allocated across city operations, and an overall picture of Palm Coast’s financial standing.

National Recognition and Clean Audit

The release of this year’s report marks twelve consecutive years that the city has earned the Popular Annual Financial Report Award from the Government Finance Officers Association, a national organization that recognizes strong financial reporting practices in local government. The city expects to apply for the award again this year.

The report also coincides with the results of Palm Coast’s most recent independent financial audit, which produced a clean opinion — meaning auditors found no significant issues with the city’s financial statements or practices.

Finance Director Helena Alves encouraged residents to take advantage of the publicly available information. “Our goal is to make it easy for our residents to see exactly how their City’s finances operate,” Alves said. “We are proud to provide clear, accurate, and accessible financial information, and we encourage everyone to take a look.”

Beyond the PAFR, the city also maintains a Financial Transparency Dashboard on its website, where residents can explore revenue streams, expenditures, and budget allocations in more detail. The dashboard includes historical data going back to Fiscal Year 2023 and is updated weekly.
