Starting Wednesday, March 25, 2026, the City of Palm Coast will begin charging different rates for Parks and Recreation amenities and facility rentals depending on whether a person lives within the city limits — and officials are reminding residents that a Palm Coast mailing address does not automatically mean someone qualifies for the lower rate.

How the New Pricing Works

Under the new structure, individuals who live inside the Palm Coast city limits and pay City of Palm Coast property taxes will be eligible for the resident rate. Everyone else will pay the non-resident rate. The updated pricing will apply to facility admissions, rentals, pass holder programs, and daily admissions available through the city’s Parks and Recreation catalog and the CivicRec online registration system.

The difference in pricing can be meaningful. For example, many park pavilion rentals will cost approximately $15 less for Palm Coast residents than for non-residents. Participants may be asked to verify their residency during the registration process.

An Important Distinction on Mailing Addresses

City officials are specifically pointing out that having a Palm Coast mailing address does not always mean a property falls within the city limits. Some neighborhoods with Palm Coast mailing addresses — including parts of the Hammock and communities such as Palm Coast Plantation — are located in unincorporated Flagler County and do not pay City of Palm Coast property taxes. Residents in those areas will be registered at the non-resident rate.

Why the Change

Two-tier pricing models are used widely by municipalities and parks and recreation agencies across the country. Because local recreation programs are partially funded through city taxes, the approach is designed to ensure that residents who contribute to those taxes receive the greatest value from the amenities they help fund.

What to Do Before March 25

Residents and visitors are encouraged to review upcoming programs and registration details before the March 25 implementation date. When that day arrives, the updated pricing will appear automatically during the online registration process through the city’s Parks and Recreation catalog.
