The Flagler County Sheriff’s Office made nine arrests over the weekend of March 6 through 9, 2026, during a period that stretched from 6 p.m. Friday through 6 a.m. Monday. Deputies responded to 761 calls for service and conducted 238 traffic stops during that time. Two of those traffic stops led to notable felony and fugitive arrests.

Palm Coast Man Arrested for Hashish After Traffic Stop on Belle Terre Parkway

Shortly before 11 p.m. on Friday, March 6, deputies pulled over a gray Nissan SUV on Belle Terre Parkway in Palm Coast after observing the vehicle had no taillights or tag light. During the stop, deputies spoke with the driver, Daniel Rondon, 20, of Palm Coast, and a passenger. Deputies noticed the odor of burnt marijuana coming from inside the vehicle. Both Rondon and the passenger said they did not have marijuana and that neither held a medical marijuana card. When asked about the smell, Rondon told deputies the two had smoked in the vehicle about two hours earlier.

Deputies searched the vehicle and found four vaping devices containing hashish in Rondon’s pockets. No narcotics were found on the passenger. Rondon was arrested for possession of hashish and transported to the Sheriff Perry Hall Inmate Detention Facility, where he was later released on a $1,000 bond.

“When you lie to a Deputy Sheriff, it’s almost a guarantee to get you a ride to the Green Roof Inn,” said Sheriff Rick Staly.

Georgia Man With Seven Prior Suspensions Arrested on I-95 With Active Fugitive Warrants and Drugs

The following morning, at approximately 11 a.m. on Saturday, March 7, a member of the FCSO’s Traffic Enforcement Unit was alerted to a vehicle traveling on Interstate 95 whose registered owner had a suspended driver’s license. The deputy located a silver Chevrolet SUV and initiated a traffic stop near mile marker 280.

The driver identified himself as Torrence Joyner, 48, of St. Marys, Georgia. Joyner presented a valid Georgia driver’s license. However, a records check revealed that Joyner’s Florida driver’s license had been suspended in December 2025 for failure to pay a court financial obligation. The check also revealed that Joyner had three active violation of probation warrants out of Leon County, Florida, stemming from original charges of driving while license suspended, disorderly conduct, and driving while license suspended as a habitual traffic offender.

A search of the vehicle turned up marijuana and a vaping device containing hashish. Joyner was arrested on all three fugitive warrants as well as charges of operating under a foreign license during a suspension, possession of marijuana (20 grams or less), and possession of hashish. He was transported to the Sheriff Perry Hall Inmate Detention Facility, where he was later released on a $4,650 bond. Joyner has seven prior convictions across three Florida counties for driving while license suspended.

“This is a guy that can’t be trusted to be behind the wheel of a car and follow the law, as he has numerous traffic suspensions on his Florida license and then thought he could just move to Georgia and get a new driver’s license and just keep driving,” Sheriff Staly said. “Well, he found out the hard way that he should have bypassed Flagler County as we ended his joyride!”
