Percy Sayles brings 31 years of public service experience to the county leadership role
County Administrator Heidi Petito has appointed Percy Sayles as Deputy County Administrator, filling the position left vacant after the recent death of Jorge Salinas.
Sayles has more than 31 years of experience working in government and public service. For the past four years, he served as Deputy Fire Chief for Flagler County Fire Rescue.
Continuing Important Work
Petito highlighted Sayles’ qualifications and his connection to the previous deputy administrator.
“I am excited and honored to have Percy join the Administration,” Petito said. “While we all continue to miss Jorge, Percy was someone he held in high regard. It is fitting that he will help carry on the important work we have started together as we continue to move our organization and community forward.”
Career Background
Before joining Flagler County, Sayles had a long career with the City of Tamarac, Florida. He worked his way up through different positions to become fire chief and also served as interim assistant city manager.
Throughout his career, Sayles has focused on leadership values including integrity, respect, and excellence. He has continued to demonstrate these qualities in his public service in Flagler County.
Education and Training
Sayles holds several academic degrees that prepare him for leadership roles. He earned a master’s degree in public administration and a bachelor’s degree in nursing. He also has associate degrees in fire science, nursing, and emergency medical service.

Sayles expressed gratitude for the opportunity to serve in the new role.
“It is truly an honor to be entrusted with this role,” Sayles said. “I look forward to supporting our talented team, building on the foundation Jorge helped create, and continuing our commitment to excellence and service to the residents of Flagler County.”
The appointment comes as the county continues to move forward following the loss of Salinas, who was remembered for his dedication to the community and his work in county administration.
As Deputy County Administrator, Sayles will work directly with Petito to oversee county operations and services for Flagler County residents.
