The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public, and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increase valuable discussions, and decrease division.
The agenda for the City Council Business Meeting on Tuesday, April 7, 2026, at 6:00 p.m. will be as follows:
Proclamations
The following proclamations will be made:
- The City Administration will proclaim April 12-18, 2026, as National Public Safety Telecommunicators week. The week is celebrated annually during the second full week of April to honor 911 telecommunicators, dispatchers, and personnel who provide lifesaving support.
- The City Administration will proclaim April as Water Conservation Month. This proclamation highlights the need to save water during Florida’s driest season.
- The City Administration will proclaim April as Parkinson’s Awareness Month. This month is dedicated to increasing understanding of Parkinson’s disease and supporting research for a cure.
- The City Administration will proclaim April as Fair Housing Month in Palm Coast. Fair Housing Month commemorates the passing of the Fair Housing Act of 1968, which prohibits housing discrimination.

Resolutions
The following resolutions will be presented:
- The Stormwater and Engineering Department will present a resolution to approve a work order for design services for a Town Center Boulevard widening project. A traffic study recommended improvements to Town Center Boulevard, including widening the road and updating older roundabouts for better safety and traffic flow. City staff worked with RS&H to design these upgrades for $675,000, which would be funded by the FY26 CRA budget.
- The Utility Department will present a resolution for the approval of a Guaranteed Maximum Price (GMP) contract amendment for construction services, engineering services, and a project contingency for the Wastewater Treatment Facility No. 1 (WWTF #1) electrical upgrades. WWTF #1 is undergoing an expansion to add another 4 million gallons per day of capacity. The project is being done in phases through a contract with Wharton-Smith, Inc. Two contract amendments are being presented for engineering documents and construction support, and for the actual construction work for a total of $6.39 million. Funding would come from the Five-Year Utility Capital Projects Fund.

The following items will be presented for consent:
- The Information Technology Department will present Resolution 2026-xx approving proposed terms with Spectrum for internet and related services
- The Human Resources Department will present Resolution 2026-xx approving a comprehensive compensation and benefit survey with Evergreen Solutions, LLC.
- The Utility Department will present Resolution 2026-xx approving a Master Services Agreement with RCM Utilities, LLC for pump station improvements.
- The Utility Department will present Resolution 2026-xx approving a Master Services Agreement with Palmetto Electric INC., for pep pump panel and system upgrade.
- The Public Works Department will present Resolution 2026-xx approving piggybacking the Sourcewell Contract RFP 010925 with Vermeer Corporation for the purchase of tree maintenance equipment, attachments, and accessories on an as needed basis.
- The Public Works Department will present Resolution 2026-xx approving the piggyback of the State of Florida DMS contract with Petroleum Traders Corporation for the purchase of bulk fuel, gasoline, and diesel products for the city’s fleet and equipment.
- The Public Works Department will present Resolution 2026-xx approving the first amendment of Master Services Agreement contract RFP-PW-25-33 with Ceres Environmental Services, Inc., for disaster debris removal & disposal services
Public Comments will be opened at the beginning and end of the workshop in accordance with Section 286.0114, Florida Statutes, and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.

Additionally, public comments on non-agenda items will be limited to 30 minutes at the beginning and end of each meeting.
