A months-long investigation by the Flagler County Sheriff’s Office has led to the arrest of four suspects connected to two thefts of commercial kitchen equipment from a Palm Coast business in January 2026. A fifth suspect remains a fugitive with an active warrant.
The Thefts
On January 28, deputies responded to Pelican QSR Solutions — a Palm Coast business that provides technology installation and service for restaurants — after the owner reported that thousands of dollars’ worth of kitchen equipment had been stolen overnight. Employees had placed the equipment outside in preparation for pressure washing.
Surveillance footage reviewed by FCSO General Assignment Unit detectives showed an older-model Chevrolet Tahoe pulling a small homemade trailer approach the loading dock and leave, then return a short time later alongside a Ford F-150 pickup. Four men exited the vehicles and loaded the equipment into the truck bed and trailer before driving away.
Two days later, on January 30, the business owner reported a second theft. Surveillance footage captured two suspects returning in the same Tahoe, this time towing a double-axle flatbed trailer. The two individuals covered their faces and removed numerous large pieces of equipment.
The Investigation
Detectives and analysts in FCSO’s Real Time Crime Center identified Jacob Spicer, 30, of Palm Coast, as the registered owner of both vehicles. They also discovered multiple pawn tickets showing the Tahoe had been used in a series of scrap metal transactions at different scrap yards in Flagler County.
On January 30, as detectives were still investigating the second theft, the Real Time Crime Center tracked the Tahoe heading from Hastings toward Palatka. FCSO notified the Putnam County Sheriff’s Office, which deployed its Crime Suppression Team and located the vehicle — still towing the trailer containing the stolen items — at a scrap yard in Palatka. The stolen property was recovered and returned to the owners.
As the investigation wrapped up, detectives identified four additional suspects and obtained arrest warrants for each: Jesse Fisher, 27, of Palm Coast; Christopher Williams, 45, of Hastings; Brandon Holifield, 28, of Palm Coast; and Stacy Carter, 43, of St. Augustine. Detectives determined that Spicer, Fisher, Williams, and Holifield took part in the first theft on January 28, while Fisher and Carter were involved in the second theft on January 30.
The Arrests
On February 15, Spicer was arrested during a traffic crash investigation and booked at the Sheriff Perry Hall Inmate Detention Facility. He was later released on a $25,000 bond. His charge is grand theft valued between $10,000 and $20,000.

The FCSO Fugitive Unit then coordinated with the St. Johns County Sheriff’s Office to locate the three remaining suspects. On February 17, SJSO arrested Williams on charges of grand theft ($10K–$20K), false verification of ownership to a secondary metal recycler, and dealing in stolen property. He was transferred to the Sheriff Perry Hall Inmate Detention Facility and is being held on a $45,000 bond. On February 20, SJSO arrested Carter on a grand theft charge ($10K–$20K). She was transferred to the Sheriff Perry Hall Inmate Detention Facility and later released on a $25,000 bond. On February 26, SJSO arrested Fisher on two grand theft warrants ($10K–$20K each). He was transferred to the Sheriff Perry Hall Inmate Detention Facility and is being held on a $53,000 bond.
One Suspect Still Missing
Holifield remains at large with an active warrant for grand theft. The FCSO Fugitive Unit is actively searching for him.

Sheriff Rick Staly commented on the investigation and its results. “I commend our General Assignment Unit and Real Time Crime Center for their work on this investigation to quickly identify this ‘scrappy’ band of thieves, and I thank our partners in Putnam and St. Johns counties for their assistance,” Staly said. “Four out of the five thieves have now seen the inside of the Green Roof Inn. Now, we just need to find the fifth, and he can’t hide forever. In fact, I would encourage him to turn himself in, so he won’t have to look over his shoulder any longer.”
