The Flagler County Sheriff’s Office reported seven arrests over the weekend of February 20 through 23, 2026, while deputies handled 670 calls for service and made 95 traffic stops between 6 p.m. Friday and 6 a.m. Monday.

Among the arrests, deputies took a Palm Coast man into custody after a retail theft at Home Depot led to the recovery of suspected fentanyl. On February 20, deputies responded to the Home Depot on Garden Street North in Palm Coast for a reported larceny in progress. Asset protection staff told deputies they had observed Christopher H. Maxwell, 43, of Palm Coast, enter the store with an empty shopping cart and begin selecting items in the tool department. Staff reported that Maxwell then went into the garden area, removed items from their packaging, and concealed them. After passing all points of sale without paying, Maxwell exited through the main entrance, where asset protection staff approached and identified themselves. Deputies then secured Maxwell.

Maxwell told deputies he was stealing to support a drug habit. He also said he had found a receipt in the parking lot and planned to take items from the sales floor and attempt to return them for cash. The stolen items totaled $116.82. During a search, deputies found a small glass vial containing a white powdery substance that tested positive for fentanyl.

“Drug addiction often fuels other crimes, including thefts like this one,” said Sheriff Rick Staly. “We will continue to hold offenders accountable while also encouraging people struggling with addiction to seek help before it leads to then committing other crimes.”

Maxwell was arrested for petit theft and possession of a controlled substance and transported to the Sheriff Perry Hall Inmate Detention Facility, where he is being held on $7,500 bond.

In a separate incident, deputies arrested an underage Ormond Beach man for driving under the influence after finding him asleep behind the wheel of a running vehicle stopped in the roadway. Around midnight on Saturday, February 21, deputies responded to the intersection of Grand Reserve Parkway and State Road 100 in Bunnell regarding a vehicle in the roadway. Deputies located a stopped vehicle at East Moody Boulevard in the right turn lane for Grand Reserve Drive and found both occupants asleep inside.

Deputies woke the driver, identified as Devon Gregg, 20, of Ormond Beach, and reported that his breath smelled of alcohol and cannabis. His speech was slurred and his eyes were bloodshot and glossy. Gregg agreed to perform field sobriety exercises but had to brace himself against the vehicle as he exited. He failed the field sobriety test and was arrested for DUI. Deputies also located an open bottle of Hennessy inside the vehicle. At the jail, Gregg provided two breath samples registering 0.124 and 0.127, indicating his level of impairment was still increasing at the time of testing.

“Drunk driving is not a victimless crime. When you get behind the wheel impaired, you could seriously injure or kill an innocent person or yourself,” said Sheriff Staly. “Gregg is underage and should not have been drinking in the first place. When he chose to get behind the wheel impaired by alcohol mixed with marijuana he endangered his passenger, every other driver and earned a trip to the Green Roof Inn.”

Gregg was later released on $1,000 bond.
