Flagler County Sheriff’s Office deputies arrested 15 people over the weekend, including a motorcyclist with multiple DUI convictions and a man who struck an e-bike rider and then resisted arrest.
Deputies handled 656 calls for service and made 216 traffic stops between 6 p.m. on Friday, January 23, 2026, and 6 a.m. on Monday, January 26, 2026.
On Sunday evening, deputies arrested a motorcyclist after he crashed his Harley and left the scene. A witness called 911 to report they had seen a motorcycle crash on U.S. Highway 1. The caller described the man who crashed as appearing drunk and smelling of alcohol. The witness watched the man upright his motorcycle and leave the crash scene.
As deputies approached the area, they located the motorcyclist and conducted a traffic stop. When deputies asked Glenn Munger, 66, of Hastings, what was going on, he replied, “I got a little buzzed. You know what I’m saying.”

Deputies reported that Munger smelled strongly of alcohol, had bloodshot eyes, and had slurred but understandable speech. While Munger maintained his balance while standing, deputies discontinued field sobriety exercises due to safety concerns caused by his excessive swaying and nearly falling on several occasions.
Munger has a history of DUI with three prior convictions in Florida.
“This career drunk driver didn’t get just a little buzzed. He crashed his Harley and then fled,” said Sheriff Rick Staly. “He was not only a danger to himself but also to pedestrians and other drivers. I thank the caller who ‘saw something and said something,’ as they likely saved his life or someone else’s.”
Deputies arrested Munger for DUI as a fourth offense and fleeing or eluding law enforcement. He was taken to the Sheriff Perry Hall Inmate Detention Facility, where he is being held on a $15,000 bond.
In a separate incident on Friday, deputies used a taser to arrest a man after he struck an e-bike rider and fled the scene.
Deputies responded to Palm Coast Parkway NE and Lake Forest Way after a man on an e-bike was struck by a motorist who then left the area. A man in a white Mazda struck the victim and dragged him and the e-bike for several feet before fleeing.
Through investigative work, deputies located the suspect vehicle in the B-Section of Palm Coast. The vehicle had damage consistent with the crash. When deputies made contact with the driver, Andrea Matranga, 38, of Palm Coast, he immediately stated “there was no crash” before deputies asked about the incident.
When deputies told Matranga he was not free to leave and attempted to take him into custody, he tried to retreat into the home and closed the door on a deputy’s foot. Matranga continued to resist arrest and disobeyed commands to stop resisting. Deputies deployed a taser, but it had no effect due to his baggy clothing and large stature.

Matranga continued to physically resist and refuse to comply with verbal commands as deputies attempted to handcuff him. Deputies deployed a taser for a third time, which was effective and caused Matranga to fall backward. Deputies were then able to secure him in handcuffs.
“When accidents happen, you are required to stay on scene, call 9-1-1, and help however you can,” said Sheriff Staly. “Unfortunately, he decided to resist, which only added more felonies and a guaranteed trip to the Green Roof Inn.”
Deputies arrested Matranga for leaving the scene of a crash with injury, battery on a law enforcement officer, and resisting arrest with violence. He was additionally charged with refusal to sign a citation. Matranga was transported to AdventHealth Palm Coast for medical clearance before being taken to the Sheriff Perry Hall Inmate Detention Facility. He was later released on $15,000 bond.
