The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public, and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increase valuable discussions, and decrease division.

The following proclamations will be made:
- The City Administration will proclaim October 20-24, 2025, as National Medical Assistants Recognition Week.
- The City Administration will proclaim October 23-31, 2025, as Red Ribbon Week.

Ordinances First Read
The following ordinances will be presented:
- The Community Development Department will present an ordinance to redefine commercial vehicles and allow for exceptions in residential zones.
- The Community Development Department will present an ordinance amending Chapter 50 Waterways, Section 50-31 definitions and creating a new section concerning anchoring that will protect the life, health, and safety of the residents of Palm Coast while providing a mechanism to protect and enforce the City’s navigable waterways.
- The Community Development Department will present an ordinance suggesting amending 38.8 acres from Flagler County Commercial: High Density and Residential to City of Palm Coast Mixed-Use.
- The Community Development Department will present an ordinance suggesting amending 38.8 acres from Flagler County General Commercial and Multi-Family Residential to City of Palm Coast General Commercial.
Resolutions
The following resolutions will be presented:
- The Stormwater and Engineering Department will present a resolution to approve a Guaranteed Maximum Price Contract Amendment for the Fuel Depot at the Maintenance Operations Center with Gilbane Building Company and a Project Contingency to cover additional project expenses.
- The Stormwater and Engineering Department will present a resolution to approve a construction contract to American Civil Construction, Inc., a work order for CEI Services, and a project contingency for the Waterfront Phase II Project.
Discussion
The following items will be presented for discussion:
- The City Attorney will present the proposed confidential settlement agreement regarding the pending litigation of the City of Palm Coast vs. BBI Construction Management Inc. This confidential settlement agreement will avoid further litigation of this matter.
Consent
The following items will be presented for consent:
- The Fire Department will present a resolution approving an agreement between the State of Florida and the City of Palm Coast related to a grant award from the Decontamination Equipment Grant Program.
- The Finance Department will present a resolution approving piggybacking the Sourcewell contract with Staples Contract and Commercial, LLC for the purchase of office supplies.
- The Utility Department will present a resolution approving a master services agreement with Odyssey Manufacturing Company to provide and install a new odor control unit for Pump Station 13-1.
- The Utility Department will present a resolution approving the cost of additional equipment for the Wastewater Treatment Plant 1 screw press.
- The Utility Department will present a resolution approving a master service agreement with Eurofins Environment Testing Southeast LLC for laboratory analysis services.
- The Public Works Department will present a resolution approving piggybacking the Sourcewell State of Minnesota contract with Wesco Turf
- The Stormwater and Engineering Department will present a resolution approving construction contracts for the trenchless pipe rehabilitation project.
- The Stormwater and Engineering Department will present a resolution approving two work orders with Taylor Engineering for Phase III of the Saltwater Canal Dredging Project.
- The Stormwater and Engineering Department will present a resolution approving additional design expenses for the Palm Coast Streetlight Project.
- The Parks and Recreation Department will present a resolution approving the Cultural Art Grants for fiscal year 2025-2026.
Public Comments will be opened at the beginning and end of the workshop in accordance with Section 286.0114, Florida Statutes, and pursuant to the City Council’s Meeting Policies and Procedures. Each speaker will approach the podium, provide his/her name, and may speak for up to 3 minutes.
Please note that proclamations are scheduled for this specific meeting and will begin at 5:30 p.m. inside City Hall. Additionally, public comments on non-agenda items will be limited to 30 minutes at the beginning and end of each meeting. This schedule is subject to change due to holidays or other unforeseen circumstances.
