On Friday evening, deputies responded to a reported disturbance at Raabe Racing, an automotive body repair shop near Bunnell. According to a witness who called 911, Anthony Sagginario, a former Raabe Racing employee fired a week prior, started an altercation with a current employee. During the altercation, Sagginario struck the victim and grabbed his neck before being pulled away by another employee, who escorted him to his car. Sagginario then left the scene.
After interviewing the victim and witnesses, deputies determined that Sagginario had confronted the victim over allegations that Sagginario had previously keyed the victim’s car. Deputies located Sagginario, 68, at his residence on Wagner Place in Palm Coast, where they arrested him for battery by strangulation.
“Being violent and placing your hands on someone during an argument is never a solution, no matter what you think they did,” said Sheriff Rick Staly. “This guy learned the hard way that starting an altercation and choking someone will land you a trip to the Green Roof Inn every time. He needs to control his anger better.”

Sagginario was transported to the Sheriff Perry Hall Inmate Detention Facility, where he was later released on a $5,000 bond.
Frequent Shoplifter Arrested After Stealing from Walmart
On Saturday afternoon, deputies responded to a reported shoplifting at Walmart in Palm Coast. Upon arrival, they spoke to the store’s asset protection team, who had apprehended a man they found attempting to steal 11 items from the store.
Deputies identified the man as Gregory Payne, 42, of Palm Coast, and determined that he had three prior arrests for petit theft in Flagler County, as well as numerous other theft charges from other states. Deputies arrested Payne for petit theft — third or subsequent conviction. Under Florida law, the charge was upgraded to a felony due to Payne’s prior petit theft charges.
While being transported to the Sheriff Perry Hall Inmate Detention Facility, Payne began banging his head against the window and partition inside the patrol vehicle, demanding a cigarette in exchange for stopping. Payne was taken to a hospital for medical clearance before being transported to jail.
“This guy is a frequent offender, having stolen from multiple businesses throughout Flagler County and getting caught,” Sheriff Staly said. “His previous charges had only been misdemeanors, so now that he is being charged with a felony, I hope he realizes he needs to change careers as being a career thief is not working out for him.”
At the jail, deputies additionally arrested Payne for violation of probation stemming from a previous petit theft arrest. He is being held without bond.

Woman Arrested on Multiple Charges Following Traffic Stop, Attempting to Smuggle Narcotics into the Green Roof Inn
On Sunday night, deputies on patrols on Citation Boulevard in Palm Coast conducted a traffic stop on a white Chevrolet pickup truck after their patrol vehicle’s automatic license plate reader indicated the license plate attached to the truck belonged to a different vehicle.
During the stop, deputies identified the driver as Jessica Reno, 34, of Ormond Beach, Florida, and determined her driver’s license had been suspended. In addition, Reno’s vehicle registration information, which was expired, confirmed the license plate did not match the vehicle she was driving. Reno told deputies that her license plate had blown off her truck, so she took one from a vehicle belonging to a friend.
When deputies searched Reno in the field, she stated she did not have any narcotics, weapons, or anything of note on her person. However, during a more thorough search at the Sheriff Perry Hall Inmate Detention Facility including the use of the facility’s x-ray machine, detention deputies found a sock inside Reno’s genitalia. Within the sock, detention deputies located six syringes and a small plastic bag containing two grams of fentanyl.
After the traffic stop and discovery of narcotics at the jail, deputies arrested Reno for driving while license suspended with knowledge, attaching a registration license plate not assigned, introduction of contraband into a county detention facility, possession of fentanyl, and possession of drug paraphernalia. She is being held at the Sheriff Perry Hall Inmate Detention Facility on an $11,000 bond.
“Between trying to pass off someone else’s license plate as her own and not telling deputies about the fentanyl she had hidden inside of her, this woman did a lot of things to try to trick law enforcement, but she was unsuccessful,” Sheriff Staly said. “Our deputies are well trained and equipped with the best technology that can help them see past the lies and catch criminals like this one.”
