The leader guided the community through the incorporation and the early years of city government
James “Jim” Canfield, who served as Palm Coast’s first mayor and helped lead the community through its transition from an unincorporated area to an official city, has died at age 96.
Canfield played a central role in Palm Coast’s founding as chair of the Home Rule Executive Committee, which guided residents through the incorporation process during a period of rapid growth. The committee helped facilitate public discussions and the necessary steps for Palm Coast to become its own municipality.
On September 21, 1999, voters approved the incorporation referendum. Municipal elections followed later that year, and Canfield was elected as the city’s first mayor.
Canfield served as mayor through 2007 and won re-election in 2003. During those formative years, he worked alongside Palm Coast’s first City Council members, Jim Holland, Jerry Full, Bill Venne, and Ralph Carter, to establish the direction of the new city. The group focused on building the foundation of local government and creating a shared vision for the community’s future.
After leaving office, Canfield remained involved in civic life. He continued to advocate for local history through his leadership with the Palm Coast Historical Society. He also participated in significant community events in later years, including delivering remarks during the 2015 dedication of City Hall in Town Center.
“Jim Canfield helped guide Palm Coast through its earliest and most important chapter, the transition from a growing community to an incorporated city. His leadership brought people together during a defining time for Palm Coast, and the foundation he helped build continues to serve our residents today,” said Palm Coast Mayor Mike Norris. “On behalf of the City of Palm Coast, we extend our condolences to his family, friends, and all who knew him. He will be remembered, and he will be missed.”
The City of Palm Coast expressed appreciation for Canfield’s years of public service and his role in shaping the city’s foundation. Officials noted that his commitment to collaboration, civic stewardship, and Palm Coast’s potential left a lasting impact on the community.
