Flagler County Sheriff’s Office deputies made 17 arrests this past weekend between 6 p.m. on Friday, August 15, 2025, and 6 a.m. on Monday, August 18, 2025. Deputies handled 872 calls for service and made 202 traffic stops.

PACE Unit Arrests New Hampshire Fugitive from Justice

On Saturday afternoon, detectives with the Portsmouth Police Department in New Hampshire contacted FCSO to attempt to locate Justin Collins, 28, of Palm Coast, a fugitive from justice. Collins was wanted in New Hampshire for aggravated felonious sexual assault, second-degree assault, and falsifying physical evidence.

The FCSO Problem Area Crime Enforcement Unit responded to Collins’ residence on Boston Lane, where they found Collins opening his garage and entering the driveway to work on his truck. Detectives approached the residence and arrested Collins on his active fugitive warrant. After he was arrested, the FCSO Major Case Unit also assisted Portsmouth police in securing the evidence they were seeking.

“If you are a fugitive from another state, you’re mistaken if you think you can live or hide out in Flagler County without us coming to arrest you,” said Sheriff Rick Staly. “We work with our law enforcement partners across the country to ensure that fugitives from justice have nowhere to hide and are held without bond.”

Collins was transported to the Sheriff Perry Hall Inmate Detention Facility, where he is being held without bond.

“See Something, Say Something” Results in a Man Being Arrested on Multiple Offenses

On Sunday, deputies responded to a residence in the S-Section of Palm Coast after a witness reported they saw a man on the ground holding a female in a chokehold. According to the witness, the female was attempting to call law enforcement and screaming for help.

When deputies arrived, they interviewed the witness and the victim, who stated the suspect, Joudanie Alvarez Yournet, 29, of Palm Coast, had her in a chokehold following an argument, then took her phone so she couldn’t call law enforcement and fled the scene.

Deputies launched an FCSO drone to search the area and quickly located Alvarez Yournet walking behind a nearby residence. Deputies arrested him for domestic battery by strangulation, domestic aggravated battery on a pregnant person, petit theft, and hindering communication with law enforcement.

“No matter how heated an argument gets, it should never, ever get to the point that you are choking somebody and preventing them from contacting law enforcement, especially someone pregnant,” said Sheriff Staly. “That kind of behavior is not tolerated in Flagler County and will quickly get you a one-way trip to jail. I thank the witness who ‘saw something, said something,’ and called 911 when the victim wasn’t able to. That call may have just saved her life and helped us get this guy and take him to the Green Roof Inn, where he can cool down and think about his temper. I also hope the victim is willing to let us or the Family Life Center help her break the cycle of violence before it is too late.”

Alvarez Yournet was transported to the Sheriff Perry Hall Inmate Detention Facility, where he is being held on a $46,000 bond.

Alvarez Yournet was previously arrested in July 2023 for domestic battery on the same victim.
