On July 1, Flagler County Sheriff’s Office deputies arrested Anthony Orlando, 32, of Palm Coast, for multiple counts of lewd and lascivious exhibition following an incident on the boardwalk of the Jungle Hut Road Park beach approach.

Deputies responded to reports that Orlando was observed standing on the boardwalk stairs wearing only boxer-style underwear. Witnesses stated he had his hand inside his underwear and appeared to be masturbating while watching a family with four young children using the nearby shower stall.

During the investigation, deputies identified and collected a sample of a visible fluid found on the boardwalk in the area where Orlando had been standing. The sample was tested by FCSO’s Crime Scene Investigation Unit and confirmed to contain semen.

Orlando was arrested and charged with four counts of Lewd and Lascivious Exhibition in the presence of a victim under 16 and was trespassed from all Flagler County Parks. He was transported to the Sheriff Perry Hall Inmate Detention Facility, where he is being held on a $120,000 bond.

Orlando has an extensive criminal history with previous arrests for possession of methamphetamine, unlicensed concealed carry of a firearm, as well as arrests for assault, battery, and narcotics possession.

“This type of behavior is disgusting and will not be tolerated in our community, especially in a public park or places where families and children should feel safe,” said Sheriff Rick Staly. “Thanks to the swift actions of witnesses and deputies, this pervert was quickly arrested and taken to the Green Roof Inn.”
