On May 16, the Flagler County Sheriff’s Office arrested Timothy Williams, 26, of Daytona Beach, on charges of Lewd and Lascivious Exhibition-Victim under 16.
The investigation into Williams by FCSO’s Cyber Crimes/ICAC Unit, federal Homeland Security Investigations (HSI) and the NE Florida Inter-agency Child Exploitation and Persons Trafficking Task Force (INTERCEPT) began on May 13, 2025, after FBI Daytona contacted the FCSO regarding a Cyber Crime tip from the National Center for Missing and Exploited Children (NCMEC). The tip originated from X and involved concern for a victim seen in a video during the production of child sexual abuse material (CSAM). The tip included an uploaded video depicting CSAM between an adult male and a female child.
During the investigation, detectives obtained eight uploaded videos, each containing CSAM. Investigative analysis determined that one of the videos was self-produced and recorded in the bathroom of a home within the boundaries of Flagler County. Through investigative means, the adult male in the video was identified as Timothy Williams IV.
On May 16, Detectives obtained a warrant for Williams IV’s arrest. The FCSO’s Problem Area Crime Enforcement Unit and Special Investigations Unit located Williams in his vehicle at Target, in Palm Coast, and arrested him for Lewd and Lascivious Exhibition-Victim under 16. Williams was transported to the Sheriff Perry Hall Inmate Detention Facility, where he was later released on a $20,000 bond.
“I want to thank NCMEC and the FBI for providing the TIP after discovering a video circulating online,” said Sheriff Rick Staly. “The quick work of our Cyber Crimes Unit, PACE Unit, SIU Unit, federal HSI, and the INTERCEPT Task Force helped catch this pervert quickly before he could escalate and seriously hurt a child. Let this be a warning to sex offenders who think they can victimize Flagler County children: we will catch you! You can’t hide behind a keyboard in your sick and perverted world of online child predators.”
