Flagler County Sheriff’s Office deputies made eight arrests this past weekend between 6 p.m. on Friday, May 16, 2025, and 6 a.m. on Monday, May 19, 2025. Deputies handled 577 calls for service and made 156 traffic stops.

Jacksonville Man Caught Throwing Drugs Out of Window During Traffic Stop

On Friday night, deputies conducting patrols initiated a traffic stop on a vehicle with illegal window tint. Before the vehicle pulled over, deputies saw the occupants throw a clear bag out the passenger-side window. During the traffic stop, deputies retrieved the bag, which was later found to contain marijuana. Inside the vehicle, deputies found a glass pipe with methamphetamine residue tucked under a seat cover on the driver’s seat.

Through investigative means, deputies determined the driver, Michael Brown, 46, of Jacksonville, Florida, was the one who threw the bag of marijuana from the vehicle. Deputies arrested Brown for tampering with evidence, possession of marijuana (20 grams or less), possession of methamphetamine, and possession of drug paraphernalia. He was transported to the Sheriff Perry Hall Inmate Detention Facility, where he was released on a $6,000 bond.

“This guy thought that he could toss the evidence out the window and our deputies wouldn’t be observant enough to see or find it,” said Sheriff Rick Staly. “This is not the first time criminals have tried something like that, but our deputies are well-trained and will catch them every time.”

Palm Coast Man Arrested After Causing Drunken Disturbance at Restaurant

On Saturday night, deputies responded to a report of a drunk person causing a disturbance at Captain’s BBQ in Palm Coast. Before arriving at the scene, a dispatcher in the FCSO Communications Center informed deputies the suspect could be heard yelling in the background of the 911 call and had allegedly damaged property at the restaurant.

When deputies arrived, they located the suspect stumbling away from the restaurant through the parking lot and immediately recognized him from previous encounters as Jerome Rosiecki, 47, a transient in Palm Coast. Deputies detained Rosiecki, who appeared to be intoxicated and smelled strongly of alcohol, and began interviewing witnesses.

According to witnesses, Rosiecki harassed customers throughout the day in the restaurant’s lobby and parking lot. After the restaurant closed, Rosiecki approached an employee asking for a cigarette and to use his cell phone. When the employee refused, Rosiecki became aggressive, prompting the employee to retreat inside the restaurant and lock the door. Rosiecki then aggressively pulled on the entry doors multiple times and threw a cigarette receptacle to the ground.

Deputies arrested Rosiecki for unarmed burglary of an occupied dwelling and disorderly intoxication in a public place causing a disturbance. He was transported to the Sheriff Perry Hall Inmate Detention Facility, where he is being held on a $6,000 bond.

“Deputies were able to immediately recognize this guy because they’ve had repeated encounters with him, most involving alcohol,” said Sheriff Staly. “He needs to spend some time in jail where he can think about his actions and sober up to turn his life around and get the help that he needs.”

Rosiecki has 15 previous arrests in Flagler County since 2019 including aggravated assault, battery on a detained person, battery on a law enforcement officer, breach of peace – disorderly conduct, disorderly intoxication, grand theft – pocket picking, malicious burning of land, property damage, resisting arrest with violence, threat to a law enforcement officer, and trespass after warning. Additionally, he has been trespassed from multiple businesses in Flagler County and has several non-extraditable warrants from other Florida counties.
