Convicted Felons Arrested, Woman gets an extended stay at the Green Roof Inn

Flagler County Sheriff’s Office deputies made 24 arrests this past weekend between 6 p.m. on Friday, October 25, 2024, and 6 a.m. on Monday, October 28, 2024. Deputies handled 706 calls for service and made 108 traffic stops.

Convicted Felon Arrested After Almost Hitting a Deputy with a Vehicle

On October 27, the Flagler County Sheriff’s Office and Florida Highway Patrol were working a crash at U.S. Highway 1 and Plantation Bay Drive, which blocked the Northbound lanes.

While instructing drivers to make a U-turn on U.S. 1, Master Deputy Sheriff Kyle Gaddie approached a pickup truck and saw an open alcohol container in the cup holder and could smell marijuana coming from the vehicle. The driver, later identified as Qwajon Laster, 27, of Bunnell, was asked to pull to the side of the road for further questioning. Laster did not listen to commands and tried to drive around the car in front of him. Master Deputy Sheriff Bryan Jackson was in front of the truck directing traffic and was almost hit. Laster then fled south on U.S. 1 towards Volusia County.

Master Dep. Gaddie pursued the pick-up truck, which was seen turning into the parking lot of the Super 8 motel on U.S.1. Master Deputy Gaddie drove to the rear of the hotel and found the truck had crashed into a parked trailer, and the driver fled.

Two witnesses advised Master Deputy Gaddie they saw Laster enter a room and provided him with the room number. Laster was found hiding under a blanket on the bed and was arrested for Fleeing or Attempting to Elude Law Enforcement at High Speed with Wonton Disregard, Reckless Driving 1st Offense, Operating a Motor Vehicle without a Valid License, Failed to Obey Police, Resisting an Officer without Violence, Tampering with Physical Evidence, and Aggravated Assault on Law Enforcement Officer. He was transported to the Sheriff Perry Hall Inmate Detention Facility and is being held under no bond.

Laster has a history of arrests dating back to 2015, including Aggravated Battery on a Pregnant Woman, Grand Theft – Motor Vehicle, and Burglary of a Conveyance.

“I’m thankful no one was hurt because this dirtbag had a blatant disregard for the safety of the deputies, state troopers, and other drivers at the crash scene,” said Sheriff Rick Staly. “He thought he was going to hide in his hotel room, but we checked this guy out of the Super 8 motel and booked him to stay at the Green Roof Inn. We appreciate the assistance of FHP and the Ormond Beach Police Department too.”

Convicted Felon Arrested for Possessing a Weapon and Threatening a Crowd

On October 27, a large party was occurring in the backyard of a home on Forest Park Street. A Flagler County Sheriff’s Deputy was parked nearby and heard an altercation between several people.

As the deputy approached the property, he observed several individuals dragging an intoxicated man, identified as James Steedley, 31, from Ormond Beach, out of the yard to remove him. Everyone was asked to return to the backyard where the argument occurred, but Steedley refused to listen and was detained while the deputy began the investigation.

Several witnesses said Steedley hit a truck with an ATV and then started arguing with people at the party. The witnesses also stated Steedley took out a gun and was heard charging it. One man at the party was able to disarm Steedley and hid the gun, turning it over to deputies.

During the investigation, the deputy discovered Steedley is on felony probation as a Violent Felony Offender of Special Concern out of Volusia County for Burglary with Assault or Battery, False Imprisonment of a Victim under 13 years old, and Child Abuse.

Steedley was arrested for Aggravated Assault with a Deadly Weapon without the Intent to Kill, Improper Exhibition of a Firearm or Dangerous Weapon, Use of a Firearm under the Influence of Alcohol, Tampering with a Witness or Victim in a Third Degree Felony proceeding, and Violation of Probation. He was transported to the Sheriff Perry Hall Inmate Detention Facility and held under no bond.

“Talk about making a lot of bad choices. This guy ignored the list of conditions from his probation, two of which were not having a gun and not being intoxicated. On top of that, he crashed an ATV into someone’s truck,” said Sheriff Rick Staly, “Now he’s going to have a long time to rethink his choices in the Green Roof Inn.”

Woman Tricks Victim and Steals his Vehicle

On October 25, the Flagler County Sheriff’s Office received a call about a stolen vehicle. The victim told deputies he picked up Hailey Shannon Foster, 22, of Bunnell, and they met a friend at a campground on Dead Lake.

While driving back to her home, the victim said Foster claimed she thought the rear tires on his Jeep were flat, so they stopped to inspect them. As they returned to the vehicle, Foster jumped into the driver’s seat and drove off. The victim said he walked to the closest house and called FCSO.

The Jeep was found hours later at a home on Rosewood Street in the Daytona North, while Foster was found two and half miles away at a home on Laurel Avenue. Foster was arrested for Grand Theft of a Motor Vehicle and transported to the Sheriff Perry Hall Inmate Detention Facility on a $2,500 bond.

Foster has a history of arrests by the FCSO and was on probation. During her first appearance, Judge Melissa Distler ordered Foster to be held on no bond under the Widman Act. The Widman Act was named in honor of Fort Myers police officer Andrew Widman, who was killed by a person with a criminal history and had an active warrant for violating his probation. Foster’s previous arrests include battery–simple and Possession of Methamphetamine.
