Palm Coast City Council heard presentations on Stormwater, Utilities, Water and Wastewater, Building, and IT departments at their Special Budget meeting workshop on Tuesday, July 23rd. Also in the presentations was the Stormwater and Water and Wastewater Capital Project 5-year budget. City staff reviewed the budget, explaining the movement of positions, requests for new positions, and changes to the health insurance plans. The Stormwater division is requesting a 17.3 increase in their proposed budget, with some of that including new positions for additional work crews.

As the presentation continued, the City Council heard from the new utility director about their proposed budget, including new employee requests, cuts in overtime for Utilities staff, and the 5-year Capital Projects fund. The Capital Project Fund includes updates to Water Treatment Plant 1, Water Plant 2, Water Treatment Plant 3, wells and wellfields, water main extensions, Wastewater Treatment Plant 2, Predesign of Wastewater Treatment Plant 3, Wastewater Pump and Lift stations, among other projects.  Pontieri commented that she feels the City needs to try to receive state dollars before taking out additional loans.

ALSO DURING THE MEETING

Public Works presented their proposed budget for the fiscal year 2024-2025, which would include a slight increase of 12.5% to the sanitation and collections, which, according to staff, is due to an increase in users. The Building Division presented its proposed budget, which included a 10.5% increase; followed by the IT department’s proposed budget which also included an increase of 2.7%.
