A North Carolina sex offender failed to register as a sex offender while living in Flagler County in 2022, and has since been arrested. The US Marshals Service gave the FCSO information about Mark Edward Roman Jr. and his possible residence in the R-Section of Palm Coast between the months of September and October of 2022. Sex offenders are required to register their residence according per Florida Law.
In February of 2023 the FCSO Sex Offender/Predator Unit took up an investigation regarding the whereabouts of Roman Jr. while utilizing the information the US Marshals Service provided. Evidence was gathered in the investigation that confirmed Roman Jr’s residence in the R-Section of Palm Coast during September and October of 2022. FCSO was able to obtain an arrest warrant for Roman Jr on February 16th which was signed by the Honorable Judge Perkins, and included a $15,000 bond. during the time the warrant was issued, Roman Jr was in Volusia County Branch Jail on unrelated charges.
Roman Jr was interviewed at the Volusia County Branch Jail, by FCSO detectives and Roman Jr, admitted to living in the R-Section of Palm Coast and also admitted that he did not register as a sex offender at that residence, per Florida Law. Roman Jr. was booked for his additional charges after the warrant was served; additional charges are pending at this time in multiple locations.
“Another out-of-state sex offender found out he came to the wrong county the hard way that you
can’t break the law in Flagler County and not get caught,” said Sheriff Rick Staly. “We appreciate our
partnership with the US Marshals that allowed us to hold him accountable.”
